Pre-Qualification

 

California Assembly Bill (AB) 1565 went into effect on January 1, 2014.  AB 1565 requires ALL General Contractors and M/E/P Subcontractors to be pre-qualified, if the project is valued at $1 million or more and funded whole or in part with State Facility Bond funds, per...

Public Contract Code 20111.5 enables districts to require prime contractors to be pre-qualified prior to accepting bids.

Public Contract Code 20111.6 requires the district to do so for certain projects. This applies to prime contractors and MEP sub-contractors with the following licenses:

  • General Contractors (A and B), Mechanical, Electrical, and Plumbing subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)
  • The District must receive complete applications at least ten (10) business days prior to the scheduled bid opening on any advertised project in order for the candidate to qualify for a project in excess of $1,000,000 and partially funded by the State. Pre-qualification approval will remain valid for one (1) calendar year from the date of notice of qualification except as noted in the pre-qualification documents.

 

CUPCCAA (Informal Bidding)

(a)Public projects of seventy-five thousand dollars ($75,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order. (b) Public projects of two hundred twenty thousand dollars ($220,000) If all bids received are in excess of two hundred twenty thousand dollars ($220,000), (c) the governing body of the public agency may, by adoption of a resolution by a four-fifths vote, award the contract, at two hundred twelve thousand five hundred dollars ($212,500) or less, to the lowest responsible bidder, if it determines the cost estimate of the public agency was reasonable. (Per Public Contract Code 22032 and Public Contract Code 22034)

NOTICE INVITING BIDS

 

NOTICE IS HEREBY GIVEN that the Newhall School District (“District”) is seeking sealed bids from qualified and experienced general contractors for the following public construction project (“Project”): Access Control and Video Surveillance Installation; 25.26-2.  This project consists of installation of Verkada electronic access control and video surveillance system at twelve District locations.  See bid documents for more information.

BID DEADLINE: Bids must be received at the Bidding Location not later than 11:00am on October 28, 2025 (“Bid Deadline”).

 

REQUIRED BID SECURITY: Each bid must be submitted with bid security as described in the Instructions for Bidders.

 

CONTRACTOR LICENSE: In order to bid on the Work, a contractor must have a CSLB-issued contractor license with the following classification(s): B.

 

CONTRACTOR PREQUALIFICATION: Prequalification pursuant to Public Contract Code Section 20111.6 is required, as described in the Instructions for Bidders.  Contractors may download the prequalification questionnaire and instructions from the following link: www.qualitybidders.com. Prospective bidders and subcontractors having certain CSLB license classifications must have fully completed and submitted their respective prequalification questionnaire and supporting documentation (“Prequalification Submittal”) not later than October 14, 2025 (“Prequalification Submittal Deadline”). 

 

PRE-BID CONFERENCE: The District will conduct a mandatory pre-bid conference and site visit at 12:45pm on October 10, 2025.  The conference initially will commence at Newhall School District Facilities Office, 22245 Placerita Canyon Road, Newhall, CA 91321 and will continue to other sites as directed.  Attendance at the pre-bid conference and site visit is required, and any bidder that does not attend the entirety of the conference and site visit shall be deemed non-responsive.

 

SURETY BONDS: As described in the General Provisions, the successful bidder must provide a Performance Bond and a separate Payment Bond, each in an amount equal to 100% of the total Contract Price.

 

LABOR LAW: The Project is a “public work” that is subject, among other provisions, to Labor Code Sections 1720 through 1861, inclusive.  As described in the Instructions for Bidders, each contractor and subcontractor must be registered with the DIR in accordance with Labor Code Section 1725.5, and bidders must provide evidence of registration for themselves and their subcontractors.  Each worker on the Project must be paid not less than the applicable Prevailing Wages.  A copy of the applicable rates of Prevailing Wages will be on file and available for review at the Bidding Location, and a copy will be posted at the Project Site.  The Project is subject to compliance monitoring and enforcement by the DIR.  The successful bidder will be required to post all job-site notices required by DIR regulations and other applicable law.  If so specified in the Special Provisions, the District will conduct a mandatory conference for the purpose of describing labor-law requirements.
